Pennsylvania state law defines what the duties and responsibilities of a borough solicitor are. Miller serves as solicitor to several area municipalities and authorities in Cambria, Somerset, Indiana and Westmoreland Counties, including Bolivar Borough, Fairfield Township, Laurel Mountain Borough, Tri-Community Sewer Authority, Cherry Tree Borough, Hooversville Borough, Reade Township Municipal Authority, and New Florence Borough. He has appeared in various administrative proceedings on matters ranging from environmental regulations to CYS appeals and real estate assessment appeals.Īdditionally, Mr. Miller frequently represents individuals and companies involved in commercial disputes including commercial leasing and construction, personal injury, and contract litigation. He has represented individuals in most Western and West-Central Pennsylvania Counties, including Allegheny, Armstrong, Butler, Indiana, Clearfield, Bedford, Somerset, Westmoreland, Blair and Huntingdon. He has been qualified under Rule 801 as qualified death penalty counsel for more than a decade. He has tried over 80 cases to jury verdict and has trial experience in complex and high-profile criminal matters including capital homicide.

He has also been in private practice for more than 25 years, handling matters including divorce, real estate transactions, estates and personal injury matters. Miller spent several years at the Berks County Public Defender’s Office in Reading, Pennsylvania as a Supervising Trial Attorney trying major felony and high-profile cases.
